You can also use Pac3 on these models and any other models as well to gain additional customization options, but DO NOT use it directly on the ragdoll. It's actually a separate prop in which you bone merge it to him/her. To add blush to an Inkling/Octoling, you don't use the body groups. To avoid clippage through clothing when working with the Octoling model, use the face poser on the clothing and max out "bust_adjust" (Thanks to Angel Rose for telling me about this!) Also, don't call me dirty, because the names of these things are not my fault. You can download this through the Steam Workshop also. To attach clothing or accessories to the Inkling/Octoling, you need the easy bone merge tool. From there, you can give the Inkling/Octoling a pair of male or female underwear, or give them latex underwear. To change underwear, do the same as you did for skin tone, except this time, you must click on body groups. From there, you can change the skin color of the Inkling and/or Octoling. To change the skin tone, you must right click on the Inkling while holding your context key (c by default) and find the "skins" icon. If you do not have it, you can download it via the Steam Workshop. To change the color of an Inkling/Octoling, use the TF2 paint tool.
